This study aimed to assess gaps in occupational safety and professional care at the Zliten and Al-ittihad cement factories from the workers' perspective, with the objective of identifying unmet needs and examining their role in mitigating occupational hazards. The researcher adopted a descriptive-analytical approach, distributing a validated questionnaire to a sample of 59 workers from the industrial security and occupational safety departments across both factories, achieving a response rate of 56.7%. The questionnaire encompassed three principal dimensions: occupational safety and preventive measures, emergency response and accident management, and psychological and social support. Results revealed that the level of occupational safety and preventive measures was very high (mean = 4.70), with statistically significant differences favoring the Zliten factory. Emergency response registered a good level (mean = 4.48), also showing significant differences in favor of Zliten factory. In contrast, psychological and social support attained only a moderate level (mean = 3.46), with no statistically significant differences observed between the two factories. The study recommended enhancing continuous training in safety domains, equipping internal medical units within the factories, improving the work environment through dust and noise reduction, establishing institutional psychological support programs, organizing periodic social activities, and adopting unified national safety standards that integrate both psychological and social dimensions.
